Principal Director

Alhaji Morlai Kargbo holds a Master’s degree in Peace and Development Studies, a Post-Graduate Diploma in Education, a Bachelor of Science degree in Pure Mathematics and Applied Statistics and a Higher Teachers Certificate.
He attended the Centennial Secondary School, Mattru Jong; Makeni Teachers College; Fourah Bay College, University of Sierra Leone; and Njala University.
He has undertaken professional courses in several areas, including Executive Policy and Development on Transnational Organised Crime and Anticorruption, Strategic Planning and Policy Development, Early Warning and Early Response Systems, National Security, Human Rights and Rule of Law & Due Process in Law, and Intelligence/Threat Assessment.
He is an alumnus of several training agencies, including the International Law Enforcement Academy, Roswell, New Mexico, USA; the George C. Marshall European Centre for Security Studies, Germany; the Galilee College, Israel; the Kofi Annan International Peacekeeping Training Centre (KAIPTC), Ghana, etc.
Alhaji Kargbo has served in the Office of National Security (ONS) for over 20 years in many senior management positions, and he is currently the Principal Director of ONS. Between 2006 and 2018, he was the Director of the Joint Assessment Team (JAT)/Research and Assessment Directorate (RAD), during which he served as the Secretary of the National Security Council Coordinating Group (NSCCG) and the Joint Intelligence Committee (JIC) and the Director in charge of the National Situation Room (NSR). Between 2018 and March 2022, he was the Director of the Monitoring and Evaluation Directorate. He also served as the Government of Sierra Leone’s Focal Point for ECOWAS Early Warning & Response Network between 2006 and 2015. Between 2009 and 2019, he was Chairman Board of Governors for several secondary schools.
As Principal Director, he currently has the responsibility to assist the Chief of Staff in the coordination and supervisory role of Directorates/Units in order to ensure their effective governance for maximum output. He also provides mentorship and strategic guidance for all Directors/Managers to ensure the effective delivery of the responsibilities of their directorates.
