TERMS OF REFERENCE

  • Source and manage funds in support of the drive of the ONS to render effective security service delivery to the nation in line with its mandate including management of emergency funds
  • Prepare annual budget and procurement plans for the attention of the NSCoord and Management
  • Ensure that the ONS accounts are quarterly audited to ensure transparency accountability and prudent fiscal management
  • Ensure that all requests for payment are approved by the NSCoord, certifying that all payments and estimates presented are scrutinized in line with official regulations and value for money
  • Advise budget and procurement committees to prepare and present ONS annual activities in line with realistic budgetary provisions for the attention and approval of the NSCoord before disbursement
  • Prepare a clear policy for the effective management of the ONS assets, including fleet of vehicles, motor cycles etc. through a designated staff, maintaining and updating the asset register
  • Supervise the accountant and other finance staff in the directorate
  • supervise the Estate Officer with a view to ensuring that all ONS holdings and assets are fully coordinated and maintained
  • Provide support for the effective functioning of the ICT Unit through the head of the Unit
  • Prepare a half yearly status report on ONS holdings and assets for the attention of Management
  • Provide supervision for the legal Affairs Officer
  • Carry out any other responsibility as may be assigned by the NSCoord
